(a)A stranger to a judicial proceeding may obtain copies of plaint, written statement, memorandum of appeal affidavit, petition or application, filed in the judicial proceeding only after its decision but may for sufficient reasons shown to the satisfaction of the Presiding Judge and on his order in writing, obtain copies of any such documents before the decision.
