Section 60(b) in The Orissa Building and Others Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2002
(b)no lifting appliance, lifting gear or any other material handling appliances is used, if-(i)the inspector having jurisdiction is not satisfied with reference to a certificate of test or examination or to an authenticated record maintained as provided under these rules; and(ii)in view of such inspector, the lifting appliance, lifting gear or any other material handling appliance is not safe for use in building or other construction work;
