Section 186(1) in The Navy (Pension) Regulations, 1964
(1)Supplementary instructions for payment of pensions by pension disbursing officers on matters of detail not provided for in these regulations maybe issued by the Controller of Defence Accounts (Pensions) with the concurrence of the Controller General of Defence Accounts.
