Section 13(1) in The Orissa Wheat Control Order, 1987
(1)Any person aggrieved by any order of the licensing authority refusing to grant, re-issue or renew a licence or cancelling or suspending a licence of forfeiting the whole or any part of the security deposit under the provisions of this order, may, within fifteen days from the date of receipt of the said order, prefer an appeal to the Controller of Supplies whose decision thereon shall be final and any appeal, preferred after the expiry of the aforesaid period, may be summarily rejected by the Controller of Supplies.
