Section 40(4) in Tamil Nadu Panchayats (Elections) Rules, 1995
(4)Where any act or thing is required or authorised by this rule to be done in the presence of the polling agent, the non-attendance of any such agent at the time and place appointed for the purpose shall not invalidate the act or thing done, if the act or thing is otherwise done fully.
