13. Procedure to be observed when the number of candidates is equal to or less than the number of seats to be filled.
(1)If the number of contesting candidates is equal to or less than the number of vacancies, all such candidates shall be declared to be duly elected.(2)If the number of contesting candidates exceeds the number of persons to be elected an election shall be held by secret ballot.
