Prayer in the present petition is for issuance of a writ in the nature of certiorari quashing the notice dated 16.01.2023 (Annexure P-11) whereby the petitioner was apprised about cancellation of his candidature for the post of Post Graduate Teacher (PGT) Hindi and PGT (Sanskrit) through his mobile and directing the respondents to issue appointment letter to the petitioner for the post of PGT (Sanskrit) or PGT (Hindi) and further to decide the legal notice dated 18.01.2023 (Annexure P-13) of the petitioner.
Learned counsel for the petitioner submits that an advertisement for various posts of PGTs on contractual basis was issued by respondent No.2-Haryana Kaushal Rozgar Nigam Limited. (HKRNL), Govt. of Haryana, on 07.10.2022 (Annexure P-4); that petitioner, being eligible, had applied for the posts of PGT (Sanskrit) and PGT (Hindi); that during scrutiny of documents, the petitioner received a communication that his candidature has been cancelled, as he is not having the requisite Haryana Teachers Eligibility Test (HTET) Certificate/State Teacher Eligibility Test (STET) Certificate; that actually, the petitioner is having the HTET Certificate issued by the Board of School Education Haryana, Bhiwani, on 02.08.2017, which was 1 of 2 ::: Downloaded on - 04-06-2023 13:37:31 ::: Neutral Citation No:= 125 CWP-4343-2023 (O&M) -2- valid upto 31.07.2021 and that as per the order dated 25.09.2020 of the Additional Chief Secretary, Govt. of Haryana, it has already been clarified that the validity period of STET/HTET will be Seven Years from the date of issuance of the same by Board of School Education Haryana, Bhiwani and even in the advertisement it is specifically mentioned that the validity period of the HTET will be of 07 years.
Learned counsel for the petitioner further submits that the petitioner has served a legal notice dated 18.01.2023 to the respondents and the petitioner will be satisfied in case a time bound direction is issued to decide the same.

On the asking of this Court, learned State counsel accepts notice on behalf of respondent-State and raises no objection in deciding the legal notice dated 18.01.2023 in a time bound manner by passing an appropriate speaking order.
In view of the request made by the learned counsel for the petitioner during the course of hearing, but without expressing any opinion on the merits of the case, respondent No.3-Director, Haryana Kaushal Rozgar Nigam Limited. is directed to decide the legal notice dated 18.01.2023 by passing a speaking order within a period of four weeks from the date of receipt of copy of this order, in accordance with law.
