Section 37(2) in The Aircraft (Security) Rules, 2011
(2)No cargo shall be loaded on Aircraft without making Security controls including X-ray screening or physical search:Provided that the Commissioner may by an order in writing exempt any cargo, express cargo or courier bag from the provisions of this rule.
