Section 17(2) in The National Cadet Corps Rules, 1948
(2)A person desirous of being appointed as an officer in the Junior Division shall apply to the Headmaster of his school who shall forward the application :-(a)Where there is a District Inspector of Schools, to such Inspector;(b)Where there is no District Inspector of Schools, to such other Educational Authority as may be specified in this behalf by State Government.The District Inspector of Schools or other Educational Authority, as the case may be, shall forward the application with his recommendations to the Director of Public Instruction.
