Section 11(3) in The Assam Subordinate Engineering (Irrigation Department) Service Rules, 1978
(3)For promotion to a cadre of the service from a Lower cadre or from another service, a member of the service shall be eligible if he has,-(a)rendered minimum 8 years continuous service in the corresponding lower cadre from which the promotion is to be made ; and(b)Successfully undergone the training and has passed the departmental examination as prescribed by the Government from time to time.
