Section 9(1) in The U.P. Transit of Timber and Other Forest Produce Rules, 1978
(1)When the Divisional Forest Officer authorises any person or the agent of any person under clause (b) of sub-rule (1) of Rule 4 to issue transit passes, he shall furnish such person from time to time, with authenticated books of blank passes.
