(3)The [Governor] may, after considering the objections, if any, received by [him] during the period referred to in sub-section (2), make an order-(a)withdrawing the notification under sub-section (1), or(b)constituting the area specified in the notification or any part thereof as a notified area for the purposes of this Chapter.
