(2)In case the Secretary to Government in-charge of Animal Husbandry, Dairy and Fisheries or Finance Department is unable to attend a meeting of the Finance Committee, for any reasons, he may depute any officer of his department or his nominee not below the rank of Deputy Secretary to Government to attend the meetings, and the officer so deputed shall have the right to take part in the discussion of the meetings but shall not have the right to vote.
