Section 30 in Chhattisgarh Kamdhenu Vishwavidyalaya Adhiniyam, 2011
30. Finance Committee.
(1)The Executive Council shall appoint a Finance Committee consisting of the following members, namely r(a)the Vice-Chancellor;(b)the Secretary to Government in-charge of Animal Husbandry, Dairy and Fisheries Department(s);(c)the Secretary(s) to Government in-charge of Finance Department(s);(d)One member chosen by the Executive Council from amongst its non official members; and(e)Finance Officer.(2)In case the Secretary to Government in-charge of Animal Husbandry, Dairy and Fisheries or Finance Department is unable to attend a meeting of the Finance Committee, for any reasons, he may depute any officer of his department or his nominee not below the rank of Deputy Secretary to Government to attend the meetings, and the officer so deputed shall have the right to take part in the discussion of the meetings but shall not have the right to vote.(3)The Vice-Chancellor shall be the ex-officio Chairman of the Finance Committee and the Finance Officer shall be the ex-officio Secretary of the Finance Committee.(4)The Finance Committee shall:(a)examine the annual accounts and the annual financial estimates of the Vishwavidyalaya and advise the Executive Council thereon;(b)review the financial position of the Vishwavidyalaya from time to time;(c)make recommendation to the Executive Council on every proposal involving expenditure for which no provision has been made in the annual financial estimates or which involves expenditure in excess of the amount provided for in the annual financial estimates;(d)make recommendation to the Executive Council on all matters relating to the finances of the Vishwavidyalaya; and(e)perform such other function as may be prescribed.
