Section 59(3)(b) in U.P. Co-operative Sugar Mills and Distilleries Employees Service Regulations, 2015

(b)Punishment shall be given by the Appointing Authority according to seriousness of the offence of charged employee, but no penalty shall be imposed without taking disciplinary action under clauses (d), (e), (f) and (g) of sub-regulation (1).
