In the meanwhile, respondent No.1 is directed to issue No Objection Certificate in favour of the petitioner, so as to enable him to participate in the recruitment process for the post of Associate Professor (Orthopedics) in All India Institute of Medical Sciences Bilaspur, (H.P.) This permission shall not create any equity, much less any right in favour of the petitioner.
