Section 22(1) in The Uttarakhand Co-operative Service Rules, 2016
(1)The scale of pay admissible to persons appointed to the various categories of posts in the service, whether in a substantive or officiating capacity or as a temporary measure shall be such as may be determined by the Government from time to time.
