- The sanctioned strength of the cadre of the service is as follows :

Provided that the Governor may-

(i)leave unfilled or hold in abeyance any vacant post or posts without thereby entitling any members of the service to compensation; and

(ii)create additional, permanent or temporary posts from time to time as may be found necessary :

Provided further that subordinate authorities may also create temporary posts to the extent of powers delegated to them in this behalf.
