Section 101(2) in The Orissa Motor Vehicles Rules, 1993
(2)No motor vehicle shall be so constructed that any axle-hub or hub cap projects laterally more than ten centimetres beyond the rim of the wheel to which it is attached, unless the hub or hub cap does not project lateraly beyond the body or wings of the vehicle and is provided with an adequate guard.
