Section 31(7) in Haryana Panchayati Raj Finance, Budget, Accounts, Audit, Taxation and Works Rules, 1996
(7)No cheque shall ordinarily be signed unless required for immediate delivery to the person to whom money is to be paid. Every cheque shall be drawn in favour of the person to whom the money is actually to be paid and self cheques should not be drawn except in the following cases, -(i)Pay and allowances of establishment chargeable to the fund;(ii)Replenishment of cash chest of Panchayat Samiti or Zila Parishad, as the case may be.
