Section 3(iii) in Bihar Enlistment of Contractors Rules, 1992
(iii)Enlistment of Contractors under Class IV and Class V shall be made by a Committee consisting of the Executive Engineer concerned of the Division and two Senior most Assistant Engineers of the Division.
