Section 10(1) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(1)The State Government shall arrange for the constitution of the first Kshettra Panchayat for every Khand and for the reconstitution thereof [before the expiry of its term or when otherwise required for the purposes of this Act] [Substituted by Section 22(a) of U.P. Act No. 3 of 1973.] having regard to the provision of Section 6.
