Section 31(1) in The Tripura Board of Secondary Education (Terms and Conditions of Appointment and Discipline of the Employees) Rules, 1982
(1)The Board or any other authority empowered by it by general or special order may-(a)institute disciplinary proceeding against any employee ;(b)direct a disciplinary authority to institute disciplinary proceeding against any employee on whom that disciplinary authority competent to impose under these rules any of the penalties specified in Rule 29.
