Section 13(2) in The Orissa Children's and Women's Welfare Service Rules, 1989
(2)In order to be eligible for consideration for promotion to a post in the Senior Grade, a member of the Junior Grade of the Service must(a)be a graduate; and(b)have rendered, on the first day of April of the recruitment year, a minimum of five years of service in the Junior Grade.
