(1)Whenever necessary, the votes of the Commissioners present in meetings shall be taken by the President, and the resolution supported by the greater number of votes shall be deemed to be the resolution of the Commissioners at such meeting.(2)The President shall have a second or casting vote in all cases of equality of votes:Provided that, when votes are taken, any Commissioner present may require that the voles given on each side shall be recorded.
