38. Accounts.
(1)The Comptroller shall be responsible for maintaining the accounts under the following broad heads:-(a)Separate heads for each scheme or expenditure which is eligible for a block grant or a matching grant from the Government or other bodies.(b)Separate Heads for each Department or Unit.(c)For such other units as shall be decided by the Comptroller in consultation with the bodies/employees concerned.(2)The Comptroller shall issue standing orders for the manner in which the accounts are to be rendered by the various offices and on other matters relating to maintenance of accounts.
