Section 17(1) in The U.P. Consolidation Department Ministerial and Drawing Staff Service Rules, 1980
(1)Recruitment by promotion shall be made on the basis of seniority subject to the rejection of the unfit through a Selection Committee, comprising-(a)Senior-most Joint Director, Consolidation at the Headquarters.(b)One of the Deputy Directors at the headquarters nominated by the Consolidation Commissioner.(c)District Deputy Director of Consolidation nominated by the Consolidation Commissioner.Note. - In nominating the Officer, the Appointing Authority/Consolidation Commissioner shall keep in view the orders of the Government contained in G.O. No. 15/25/75-Rashtriya Ekikaran, dated May 10, 1976 or such other orders as may be in force at the time of recruitment
