28. Appeal.
(1)The Management may, within a period of thirty days from the date of receipt of order of refusal to grant recognition under Rule 26 or order of withdrawal of recognition under Rule 27 prefer an appeal to the State Government.(2)The State Government shall, on receipt of an appeal under sub- rule (1), after giving an opportunity of being heard to the management, pass such order as it may deem fit and communicate the decision to the management by registered post. The decision of the State Government on such appeal shall be final.
