Section 91(a) in The Orissa Municipal Employees' Pension Rules, 1989
(a)On receipt of the pension payment order, the Executive Officer will deliver one-half of the order to the pensioner, and keep the other half of the order carefully in such manner that the pensioner shall not have access thereto.
