Section 13(2) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(2)During the absence of the Chairman from any sitting of the District Council the Deputy Chairman, or if, he is also absent, a member of Council nominated for the purpose in accordance with Rule 35 shall act as Chairman.
