Section 26(1) in U.P. Information and Public Relations Department (Headquarter) Ministerial Service Rules, 1992
(1)No Superintendent shall be allowed to cross the efficiency bar unless he has worked diligently and to the best of his ability, his work and conduct are found to be satisfactory and unless his integrity is certified.
