Section 54 in Sikkim Forests, Water Courses and Road Reserve (Preservation and Protection) Act, 1988
54. The Government may, by notification, make rules to regulate the- following matters, namely:
(a)establishment of cattle pound;(b)conditions of release of cattle and other animals from the pound;(c)maximum period of impounding; and(d)the manner of disposal of unclaimed cattle and other animal and disposal of sale proceeds.Chapter - IX Penalties and Procedure
