(2)The Project Appraisal Committee shall finalise the project-proposals of voluntary cultural organisations for recommendation to Government of India for assistance under various schemed of youth welfare;Provided that the Chairman of the Committee with the approval of the Secretary to Government, Sports and Youth Services Department, Orissa, may forward any project proposal to Government of India and place the matter before the Committee for ratifaction.
