Section 9(4) in Rajasthan Public Procurement Rules, 2012
(4)Spot Purchase Committee. - (a) For procurement of readily available goods or services a Spot Purchase Committee consisting of at least three members (including an accounts personnel of appropriate level) will be constituted by the procuring entity.(b)The committee will survey the market to ascertain the reasonableness of rate, quality and specifications and identify the appropriate bidder.
