Section 40 in Andhra Pradesh Juvenile Justice (Care and Protection of Children) Rules, 2003

40. After Care-Establishment of after care Home.

(1)The Objective of After Care Organisations is to enable the children to be reintegrated into the society. During their stay in these transitional homes, the children should be encouraged to move away from an institution-based life to a normal one. The stay in the Home is extendable up to three years, but not beyond the youth attaining the age of 20 years or till rehabilitation, whichever is earlier.
(2)The key components of the model include setting up of temporary homes for a group of youth, who can be encouraged to learn a trade and contribute towards the rent as well as the running of the Home. There should also be provision for a peer counsellor. This counsellor will be in regular contact with these youth to discuss their rehabilitation plans and provide creative outlets for their energy and to tide over crisis periods in their life. The group of youth who would station separately for their rehabilitation must also have a mentor in addition to the counsellor.
(3)One career counsellor shall be in-charge of a cluster of five Homes. Each Home would house six to eight youths who could opt to stay together on their own.
(4)The pattern of the After Care Home for 40 residents shall be as follows:
(1)Placement Officer/Counsellors (in the cadre of DPO Gr.I)
(2)Instructors for skill up-gradation.
(3)A typist-cum-clerk can be appointed, depending on the workload.
(4)A peer counsellor and a career counsellor shall also be provided with suitable honorarium.
(5)The programmes under the scheme would include:
(a)Continuing of education, training with sponsorship support till completion of the course:
(b)Facilitating employment generation for these youth would be a key programme. After the youth has saved a sufficient amount, she/he can be encouraged to stay in a place of her/his own and move out of the group home. Additionally the youth could continue staying in the Home and contribute to the upkeep of the Home. The youth learning a vocational trade could be given a stipend. This would be stopped once the-youth gets a job;
(c)Loans to these youth to set up entrepreneurial activities could also be arranged in consultation with local/district administration:
(d)A peer counsellor would also be available for the youth at these homes:
(e)The maintenance of the residents of Home will be as in the case of Children's/Special Homes, as far as feasible. The youth will however be required to prepare their own food:
(f)In the case of children prosecuting professional courses, the State Government shall meet the expenditure on his or her education, boarding and lodging in the concerned student hostels. Such stay of the individual may be treated as an extension of the After Care Programme.
