Section 69(a) in The Meghalaya Cinemas (Regulation) Rules
(a)The occupier of the premises on which the performance is to be given shall be responsible for the observance of the requirements in Rules 3 [except clauses (b) and (c) of sub-rule III], 20 and 21 in Part I of these Rules.
