69.
(a)The occupier of the premises on which the performance is to be given shall be responsible for the observance of the requirements in Rules 3 [except clauses (b) and (c) of sub-rule III], 20 and 21 in Part I of these Rules.(b)The provisions of the rules in Part II of these Rules shall apply mutatis mutandis to licenses for temporary and touring cinemas.
