Mr. Ashok Sharma, Advocate General with Ms. Ritta Goswami, Additional Advocate General, for respondent Nos.1, 3 and 5 to 7.

The learned counsel for respondent No.9-Himachal Pradesh Public Service Commission invited our attention to the affidavit dated 9.7.2022. Perusal of the said affidavit reveals that requisition to fill up the post of Assistant Director (Voice Analysis) sent by the Government was incomplete and the same had been returned to the Government by the H.P. Public Service Commission. Let such complete requisition for the post of Assistant Director (Voice Analysis) be forwarded by the Government to the H.P. Public Service Commission within two weeks from today.

2. Upon such complete requisition being received from the Government, the H.P. Public Service Commission shall complete the process within one month.

3. We have perused the paragraph Nos.4, 5, 6 & 7

of the affidavit dated 06.07.2022 filed by the Director ::: Downloaded on - 03/08/2022 20:05:26 :::CIS Forensics Services Himachal Pradesh. The said paragraphs read as under:-

"4. That the matter regarding filling up of vacant posts of ministerial staff in State FSL, Junga is under consideration with the Government.
5. That the post of Scientific Officer in Chemistry & Toxicology Division in RFSL Mandi has been filled up by way of promotion on 12.04.2002. The posts of Scientific Assistant & Laboratory Assistant in DNA Division in RFSL Mandi have been filled up on direct recruitment basis on 06.05.2022.
6. That the Government of Himachal Pradesh has rsanctioned funds to the tune of Rs.3.50 crore under head Machinery & Equipments for procurement of latest equipments for Directorate of Forensics Services, H.P. The process for purchase of equipments is under progress.
7. That the proposals submitted by Directorate of Forensics Services, Himachal Pradesh for creation of supporting staff in DNA and NDPS Divisions in DFS HP Junga on 15.11.2021, creation of Digital Forensic Division alongwith posts of Scientific Staff at RFSL Dharamshala on 18.02.2022, creation of dedicated Toxicology divisions in State FSL Junga & RFSLs Mandi and Dharamshala after bifurcation of Chemsitry & Toxicology Divisions, extension/creation of NDPS testing facility of RFSL Mandi & Dharamshala, & creation of posts of Assistant Director in DNA Units of RFSL Mandi and Dharamshala on 04.07.2022 are under consideration with the Government."

4. We direct the respondents-State to file status report on the aforesaid aspects on the next date.

5. Respondent No.10- H.P. Staff Selection Commission shall also file status report by the next date on the requisitions to fill up the vacant posts on direct recruitment basis of supporting staff viz. Laboratory Assistant (Chemistry ::: Downloaded on - 03/08/2022 20:05:26 :::CIS & Toxicology), Laboratory Assistant (Biology & Serology), and Laboratory Assistant (Physics & Ballistics).
