Section 3(a) in The Chennai Metropolitan Water Supply and Sewerage Board's Sewerage Regulations, 1988
(a)"applicant" shall mean and refer to the owner or occupier of any premises who has applied for a connection to the sewer of the Board or any person who has been directed by the Board to apply for the sewer connection under section 56 of the Chennai Metropolitan Water Supply and Sewerage Board Act, 1978 (Tamil Nadu Act 28 of 1978); and
