The Chennai Metropolitan Water Supply and Sewerage Board's Sewerage Regulations, 1988Regulations for Provision of Sewerage ServicesIn exercise of the power conferred by clause (b) of sub-section (2) of section 81 of the Chennai Metropolitan Water Supply and Sewerage Act, 1978 (Tamil Nadu Act 28 of 1978) the Chennai Metropolitan Water Supply and Sewerage Board, with the previous sanction of the Government of Tamil Nadu hereby makes the regulations:

1. Short title and commencement.

- These regulations may be called the Chennai Metropolitan Water Supply and Sewerage Board's Sewerage Regulations, 1988.

2. Operation of regulations.

(a)These regulations shall come into force on the date of publication by the Chennai Metropolitan Water Supply and Sewerage Board.
(b)These regulations shall apply to all existing sewer connections as well as new connections.
(c)These regulations shall apply to all connections either for domestic or for non-domestic purposes.

3. Definitions.

- In these regulations unless the context otherwise requires,-
(a)"applicant" shall mean and refer to the owner or occupier of any premises who has applied for a connection to the sewer of the Board or any person who has been directed by the Board to apply for the sewer connection under section 56 of the Chennai Metropolitan Water Supply and Sewerage Board Act, 1978 (Tamil Nadu Act 28 of 1978); and
(b)"road portion" shall mean and refer to the pipeline including pipes and necessary fittings, which extend from the last chamber of the internal sewer up to the Board's sewer.

4. Application for sewer connection.

- (A) The applicant who desire to have a new sewer connection or to make alteration or extensions to the existing connection shall first make an application in the prescribed form and obtain sanction for the same from the Board.The applicant shall bear the cost of labour, Materials, Supervision and the road restoration charges. He shall also pay the following fees, namely:-
(i)Connecting or reconnecting fee Rs. 100; and
(ii)Fees for regularising plumbing work Rs. 200.
(B)Approval of the Application. - On receipt of the application, the authorised authority shall scrutinise it and if found in order, shall accord approval of such work within thirty days from the date of receipt. If not found in order, the fact shall be intimated to the applicant with reasons for rejection.
When the application is approved, one copy thereof signed by the authorised authority shall be returned to the applicant and it shall be made available at the site of the work at all times when the work is in progress.
(C)The work should be commenced within two months from the date of receipt of approval by the applicant failing which, Such approval shall be deemed to have been cancelled.

5. Connections to sewers.

(a)No connection with any sewer of the Board shall be made, renewed, altered or extended unless the certificate specified in regulation 6(a) has been obtained by the applicant.
(b)In every case, pipes and fitting, from the last chamber within the applicant's premises up to the street sewer or manhole shall be supplied by the party according to specifications prescribed by the Board from time to time and the work of laying such pipes and fitting shall be executed by authorised authority provided however that the cost of making such connection and the cost of all road portion pipes and fitting so supplied and the cost of all works so executed shall be paid in advance by the applicant but such pipes and fitting shall be deemed to be the property of the Board.

6. Method of laying house sewer pipes and fitting etc.

(a)On receipt of approval, all internal sewer, soil and water pipes and fitting up to the terminal chamber of the premises shall be laid by a plumber licensed by the Board, under the supervision of authorised authority of the Board. The authorised authority after having satisfied himself that the works had been carried out in conformity with the regulations and as per approval shall issue a certificate free of charge that the pipes and fitting have been laid and executed in a satisfactory manner in conformity with the sewerage regulations.
(b)All pipes and fitting shall be laid at the applicant's cost and no applicant shall be entitled to allow his sewer to empty into a sewer of the Board unless and until the certificate mentioned in clause (a) above is furnished.
(c)
(i)The sewer shall be of adequate size. - In no case shall it have an internal diameter of less then 100 mm nor more than such size as may be necessary for the flow or as may be approved.
(ii)The standard gradient for the sewer shall normally be 1 in 40 for 100 mm diameter and 1 in 80 for 150 mm diameter sewer.
(iii)Missing.
(iv)Every change of direction should be formed by properly curved pipes or channels with means by building a manhole at the change point. Manholes shall have side walls with brick in Cement Mortar 1:3 to a minimum of 23 cm thickness and foundation with concrete 1:3:6 for a minimum thickness of 15 cm and with an inter opening of 45 cm square
(v)Stoneware pipes with socket spigot joints shall be joined using cement mortar with 1 part cement and two parts of sand measured by volume over initial packing with spun yam soaked in tar or cement and caulked.
(vi)Every pipe shall be securely bedded on firm ground and filled round with selected material free from large stones, watered and well rammed into place. Where any sewer traverses softer yielding ground or where subsoil water is met with such sewer shall in addition, be bedded in or completely encased with concrete to a minimum thickness of 130 mm.
(vii)Every sewer line be tested to a hydrostatic pressure heed of 1.5 m of water over the highest point of the sewer. The sewer shall show no signs of leaking or oozing after the pressure has been maintained continuously for 1 hour and no pipe shall be covered up until it passed this test to the satisfaction of the authority.
(viii)Bends and junctions shall be grouped together and wherever possible provided with means of access by building manholes around them.
(ix)All fittings shall be placed on a bed of concrete for a minimum thickness of 100mm.
(x)The terminal manhole of the sewer within the premises shall have benching and channelling so done as to connect to the Board's sewer obliquely in the direction of flow of the Board's sewer and avoid any right angled junctions either vertical or horizontal.
(xi)No sewer shall be laid under a building, but wherever inevitable, shall be laid in a straight line for whole stretch with cast iron pipes properly joined with lead. If the authorised authority permits, stoneware pipes encased all round with cement concrete to a minimum of 150 mm may be used.
(xii)Wherever a sewer is laid across a water main of line, it shall be provided with encasing by concrete as in sub-clause (xi) above.
(d)Exclusion of rain water and salt: Every inlet to the sewer conveying waste water sullage or sewage shall be so located at such a level as to prevent storm water entering the sewer. No inlet or connection in any form to the sewer, for purpose of draining surface or subsoil water shall be permitted.
(e)Method of laying vertical pipes (soil-pipe, waste-pipe, vent-pipe etc).
(i)All soil-pipes connecting closets, urinals, shall be connected directly to the manhole of the sewer and shall be not less than 100mm diameter.
(ii)All waste-pipes shall be led to the gullies or traps immediately below them, and terminated at or within 150mm so as to have free circulation of ambient air and shall not be less than 75 mm diameter.
(iii)All Vertical-pipes shall be free from bends (to the extent possible) properly secured to the wall by suitable clamps.
(iv)All bends and junctions in vertical pipes shall have hand holes conveniently located so as to enable cleaning of any obstructions without difficulty.
(v)All vent-pipes connected to manhole and water closets shall be taken sufficiently above roof level so as to create the least nuisance or inconvenience to the inhabitancy of the neighbourhood from foul air.
(vi)Jointing shall be with lead, cement, or cement mortar depending on whether the pipe is Cast Iron, Wrought Iron or Asbestos Cement and shall conform to the specifications quoted elsewhere.
All other internal fixtures with their connection shall be as per the standard practice and subject to approval of the authority.

7. Materials.

(a)Cement: Portland cement shall comply with the Indian Standard Specification for this material.
(b)Cement Mortar: Cement mortar shall consist of one part Portland cement and three parts sharp sand measured by volume thoroughly mixed with a proper proportion of clean water.
(c)Brickwork: Brick work shall be constructed of well burnt, hard, sound and truly shaped bricks laid in cement mortar and properly bonded.
(d)Concrete: Cement concrete shall be composed of one part portland cement, three parts clean sharp sand and six parts (measured by volume) clean hard broken stone. The broken stone to be of size which will pass through 40mm sieve and thoroughly mixed with a proper proportion of clean water.
(e)Pipes and Fittings: All pipes, fittings arid fixtures shall be of lead, Galvanized iron, Cast Iron, Poly Vinyl Chloride, High Density Polyethyene, Salt glazed Stoneware, Asbestos, cement, glazed sanitary ware as may be approved by the authorised authority. All pipes, fittings and fixtures shall comply with the requirements of the relevant Indian Standard Specification or such other specifications as may be prescribed by the authorised authority.

8. Maintenance of House Drainage.

- The owner of any premises shall at all times maintain in a proper state of repair all pipes, drains, traps and other works, appliances and apparatus connected with the drainage of premises, and shall give any duly authorised officer of the Board every facility to inspect the same.

Regulations Regarding Grant of License and Service Conditions of Plumbers for Sewerage WorksPreambleIn pursuance of the powers conferred under sections 68(2) and 81(1) of the Madras Metropolitan Water Supply and Sewerage Act, 1978 (Tamil Nadu Act 28 of 1978) the Madras Metropolitan Water Supply and Sewerage Board makes the following regulations regarding grant of license and service conditions of plumber for sewerage works. These regulations shall come into force on a date to be notified and shall remain in force until amended in accordance with provisions of the M.M.W.S.S. Act.

1. These regulations may be called the Metro water Plumber License regulations (sewerage). These regulation will govern the issue of plumbing licenses to qualified persons and also the renewal of such licenses and the procedure to be observed by the Plumbers.

2. Any Person who satisfies the following conditions is eligible to apply for a plumber's license.

(a)He must be a citizen of India.(b)He should be at least 21 years of age.(c)The License of Plumber shall be in three grades. To be eligible for these grades the plumber shall satisfy the educational qualifications and experience as given below.Grading of Licence of Plumbers

N.B. (1) A person already holding a license may be exempted from the prescribed qualification in view of his experience at the discretion of the Managing Director.(d)License of plumbers shall be permitted to carry out Plumbing works for Sewerage/ water supply installations in the categories of buildings as mentioned below:The degree or diploma shall be in Civil/ Mechanical/ Public Health Engineering or an equivalent qualification as approved by the All India Council of Technical Education. The Certificate shall be in "Plumbing".Grading of Works of Plumbers

N.B. (1) Multistoryed buildings shall mean buildings more than four floors above ground level and come under the purview of Multistorey Building Rules of Chennai Metropolitan Development Authority.
(2)Special buildings shall mean buildings of Ground plus 3 floors falling under Special Buildings Rules of [Chennai] [Substituted for the words 'Madras' by the City of Madras (Alteration of Name) Act, 1996 (Tamil Nadu Act 28 of 1996).] Metropolitan Development Authority.
(3)Group Housing shall mean more than two detached buildings covered by a single water/ sanitary application.

3. Plumbers intending to obtain new licenses or renew their existing licenses shall apply to the Sewerage Operations Engineer in the prescribed form giving full particulars of their general and technical qualifications as well as experience in this line supported by copies of testimonials. An application for renewal must be made in the prescribed form before 1st March every year failing which the license is liable to be withdrawn or rejected.

4. Plumbers whose applications for license are approved shall deposit a sum of Rs. 200 (or such sum as may be fixed by the Managing Director, from time to time), as security deposit for the due and proper fulfillment of the plumber's duties. They should also pay in advance annual license fee of Rs. 50, for fresh license and Rs. 30 for renewal or as may be prescribed from time to time.

5. The license will be issued annually for each financial year and the license issued to any new applicant during the course of the year will hold good for the remaining part of that financial year only.

6. Licenses will be issued only in the names of individuals, except in the case of reputed firms and Govt., and quasi-Government departments and public undertakings. In such cases the managing Director may at his discretion grant licence in the name of the company/ firm of Government or Quasi Government Department, or Public Undertaking. But the plumber's estimates will have to be signed by an official holding power of Attorney to sign on behalf to the company or firm. Such person shall have the requisite qualification to hold the plumber's license.

7. A list of licensed plumbers shall be kept at the office of the Sewerage Operations Engineer, and Area Offices for the information of the Public

8. After submitting necessary estimates and obtaining sanction of authorized authority and after remitting the charges payable to the Board, the licensed plumbers are empowered to carry out all house service work connected with sewerage collection, transmission and disposal inside private premises including new service connection, extension, alteration, renewals, etc.

9. The plumber shall submit at the office of the Technical Office to the Chief Engineer (Operation and Maintenance) in triplicate, as estimate of the work to be done in the prescribed form with a neat sketch showing the proposals clearly and a site plan showing the nearest important Streets and north point, together with an application in the prescribed form duly filled in, with one rupee court-fee stamp affixed to it.

10. All the copies of the estimates and the plans should be signed by the plumber and submitted to the owner of the premises legibly with full signature. The plumber's signature shall be over a rubber stamp showing his name and address. No facsimile stamps or similar impressions will be accepted in the place of full signature.

11. The estimate shall be scrutinised by the authorised authority and approved or rejected within thirty days from the date of receipt. When the application is approved, one copy thereof signed by the authorised authority shall be returned to the applicant and it shall be made available at the site of the work at all times till the work is completed and approved by the authorized authority.

12. As soon as the estimate is sanctioned intimation will be sent to the owner with a copy to the plumber indicating the charges to be paid to the Board. The list of application sanctioned during a week will be notified on the Area Office Notice Board in the subsequent week. The plumber should immediately arrange for remittance of the charges and take up the inside work only thereafter. If for any reason the charges could not be remitted and the work could not be completed within two months of sanction the owner should apply in writing for extension of time, which may be granted by the Area Engineer at his discretion for a period not exceeding two months. If the work is not completed within four months of the date of sanction the sanction will automatically lapse and a fresh application with estimate will have to be made to the Board and fees paid afresh.

13. After paying the charges the plumber should intimate the Area Engineer at least two days in advance before taking up the interior work. After the interior works are completed, the plumber should furnish completion certificate in the prescribed form, if the authorised authority is satisfied with the work carried out by the plumber, the road portion of the service will be completed by the Board and service connection shall be given.

14. All pipes, fittings, fixtures used shall conform with the requirements of the relevant I.S. or such other specifications as may be prescribed by the authorized authority.

15. All materials used or to be used and all works done shall be subject to the supervision and approval by authorised officers of Metro water.

16. Plumbers shall employ only competent, honest and well behaved workmen to do their work and anyone under the service of any Licensed Plumber, Plumbing company, firm or Government or Quasi Government department of Public Undertaking who in the opinion of the Sewerage Operation Engineer is dishonest, incompetent or disorderly shall forthwith be removed from the service of such a plumber, plumbing company or firm or department etc. when ordered by the Sewerage Operations Engineer in writing.

Plumbers are specially warned against:-
(i)Unsatisfactory work or bad workmanship;
(ii)Submitting incorrect or misleading plans and estimates; and
(iii)Collecting exorbitant charges, or taking advances from the public under false pretences, for which adequate service has not been rendered.

17. All the inside work within the private premises shall be carried out under the Personal supervision of the Licensed Plumber who will be held responsible for all works carried out inside the premises.

18. If any works are found to have been carried out in contravention of any of the provisions of the [Chennai] [Substituted for the words 'Madras' by the City of Madras (Alteration of Name) Act, 1996 (Tamil Nadu Act 28 of 1996).] Metropolitan Water Supply and Sewerage Act or any regulation or rules made thereunder either before or after such works have been connected with the Board's sewers, the Board may forthwith without notice cause such works to be closed or demolished and also disconnect such house sewer from the Board's street sewer. In addition the person responsible for carrying out such authorised works in liable for fine and other penalties as prescribed in the Chennai Metropolitan Water Supply and Sewerage Act and Regulations.

19. The Managing Director may at any time, fine the licensee or suspend or cancel with or without forfeiture of security. The license granted to any plumber or plumbing company or firm or Government or Quasi-Government department of Public undertaking found guilty of contravening any of the provisions of [Chennai] [Substituted for the words 'Madras' by the City of Madras (Alteration of Name) Act, 1996 (Tamil Nadu Act 28 of 1996).] Metropolitan Water Supply and Sewerage Act or any regulations of the Board or any of the foregoing regulations or who fails to comply with any reasonable order given to him by a duly authorised officer of the Metro-water or whose work and Metro-water or whose work in the opinion of the Managing Director is not satisfactory.

20. Every licensed Plumber shall maintain a register in the prescribed form in which shall be entered the estimate number, the date of submission, the date of receipt of sanction, the date of remittance of the charges and the execution of the work and the details of work done by him. The register should be produced at the time of renewal of the license and also whenever required by any authorised authority. Failure to maintain the register will be considered as gross neglect and may be taken as sufficient reason for cancelling the Plumber's License.

21. Every licensed Plumber must possess a copy of these Plumber's regulations and must be conversant with them.
