(4)There shall be no objection to the celebration of religious festivals on holidays or holding of prayer gatherings, organised by heads of institutions, subject to the following conditions, namely: -(a)They shall be outside the working hours of the institution concerned.(b)Care shall be taken to give, as far as possible, the widest scope for all denominations and religions to organise such celebrations.(c)Pupils of all denominations should be free to attend and take part actively or passively in all such celebrations.(d)The head of the institution or, in his absence, a person deputed by him should be present on such occasions to maintain proper decorum and the atmosphere suitable for a gathering of persons of different religious faiths.
