Section 7(2) in Bihar High Schools (Constitution, Powers and Functions of Managing Committee) Rules, 1964
(2)If there are only two guardians as candidates proposed and seconded by guardians for being selected as members of the committee, they will be declared by the District Inspectress or Sub-divisional Education Officers, as the case may be, to be selected as such members.
