Section 35(1) in Himachal Pradesh Municipal Election Rules, 2015
(1)The Commissioner shall frame a programme of general elections of the municipality or a programme to fill up any casual vacancy in a municipality or hold election to a municipality which has been dissolved (hereinafter referred to as "election programme").
