27. Criterion for selection.
(1)For purposes of recruitment by promotion, a selection strictly on Seniority-cum-merit shall be made from among all the [Assistant Accounts Officer Grade-I] [Substituted by Notification No. F. 1(6), dated 1.10.2014 (w.e.f. 1.7.2013).] who are eligible for promotion under the provision of these Rules on the first day of the month of April of year of selection.(2)Deleted.Explanation.- In case direct recruitment to a post has been made earlier than regular selection for promotion in a particular year, such of the persons, who are or were eligible for appointment to that post by both the methods of recruitment and have been appointed by direct recruitment first, shall also be considered for promotion.
