Section 20(2) in The M.P. Homoeopathy Council (General) Rules, 1976
(2)Unless the President is of opinion that a motion for closure is an abuse of the right of reasonable debate, he shall forthwith put a motion that the question be now put and if that motion is carried the substantive motion or amendment under debate shall be put forthwith :Provided that the President may allow the mover of the motion to exercise his right to reply before the motion under debate is put.
