15.
(1)Matters incidental to the scheme covered by these rules which are not specifically provided for in these rules shall be regulated in such manner as may be decided by the Committee.(2)In addition to the conditions prescribed for the consideration of applications for assistance, the Committee may also with prior approval of Government lay down any other condition or guidelines for sanction of assistance subject to the condition that such condition or guidelines are not inconsistent with these rules.
