Section 33(a) in Bihar Boiler Operation Engineer's Rules, 1960
(a)he has successfully completed a full time apprentice engineer's course in a recognised workshop engaged in making or repairing of boilers and accessories, or diploma course in an institution recognised by Government or a degree or diploma in mechanical or electrical engineering from a recognised University.
