Section 2(ii) in Orissa Stipendiary Engineers (Appointment and Conditions of Service) Instructions, 1991
(ii)Stipendiary Engineers means an unemployed engineer appointed by the Government under the scheme notified by the P. & C. Department in their Resolution No. 19207 dated 22.9.1990 after selection from the panel maintained by the said Department.
