Section 1(3) in The U.P. Government Servants (Special Provisions Relating to Family Planning) Rules, 1976
(3)They shall apply to all services and posts under the rule making control of the Governor, except that Rules 4 (2), 4 (3) and 11 shall not apply to officers and servants of the High Court or of Courts under the administrative control of the High Court.
