14. General Limitations on Powers to Sanction Expenditure.
(a)No expenditure from the funds of the University shall be incurred without the sanction of the authority competent under rules and by-laws of the University.(b)A sanction of expenditure will not become operative unless funds are made available to meet the expenditure by valid appropriation or re-appropriation.(c)The powers regarding sanction of expenditure shall be exercised after strictly following the guidelines or restrictions which have been or which may be imposed by the Board of Management from time to time.(d)The B.O.M. shall have powers to sanction expenditure on any service upto any amount included in the sanctioned Budget.
